Salon Retreat 2005 - Return Trip

Mysterious accoutrement in a men's room stall on Concourse C of Portland's airport. I have no idea what it's supposed to be for - it wasn't big enough to change a baby's diaper, and wasn't sturdy enough to serve as something to help infirm people stand up and sit down.
